Web page opens automatically even when no one is using the computer

The internet explorer tries to open and connect through
the dial up modem by itself. After disabling the
automatic dial up feature the page still tries to open but
says it connot connect. This will occur even when I am
using other programs. Is there a way to locate and remove
this feature in IE 6?
