Web links in e-mail bring up window "Locate Link Browser"?

I use Outlook 2003 and when I click on a link in an e-mail it brings up a
window "Locate Link Browser" instead of going to the web-site and I can't
find how to correct this.

Thank you, thank you! I searched the MS KB and found the following article:

Needless to say, their solution did not work but yours did.
