Wallpaper and Restore of Settings

I'm going bonkers! When I sign in, the desired wallpaper I want shows up but
then my computer jumps to a blue screen and the icons populate that screen.
When I go into properties to change wallpaper, it's as if it is frozen.
Also, I can't restore my settings, despite using various dates - the message
I get is that the system cannot be restored. Any ideas? Thanks.

If you are sure that the computer is virus/malware-free:

Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these. Click Apply and OK out.

If you can't enable desktop backgrounds after a virus, MVP Kelly Theriot
has a fix. Look under Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

Thanks to Bery and Malke. I ended up calling Microsoft support and they got
me squared away. I still had a virus but am ok now. I appreciate the help.
