VPN with Windows2000Pro

I am using KB308208 to try and set up a VPN, and I am stuck on the second
step under "How to Install and Enable VPN." In my Administrative Tools
folder, I do not have "Routing and Remote Access" even though when I look in
my services, it's listed there, and i can actually "start" it there. (What
that does, I don't know.) Can anyone get me to the point where I can get to
step three to Configure and Enable Routing and Remote Access using the Action
menu?
