Voice Recording sound effects

I found an option in the control panel
sounds and audio devices -> voice -> voice recording -> advanced ->
effects

I have no effects and want some. what goes there? How do I install an effect
?

Generally that is supplied by the driver of your soundcard (either a
separate card or onboard the motherboard). You might update the driver or
research on the website for the manufacturer of the audio driver.

Entries there come from the sound device driver that is installed. If the
driver doesn't support it then it won't be there. You can't just add
effects.
