Visual c# .net 2003 standard edition

I want to program a pocket PC 2002 and have purchased visual c# .net 2003 standard edition. There is no project wizard for smart devices in the new project templates.

Is there a way to add this capability to the software I have? Do I have access to the compact framework with what I purchased? I don't want to fork out $500 for the full visual studio 2003.

Any ideas?

Standard Edition (VB or C#) does not include device development tools. Only
Professional and above does.
There are some posts on the web on how to build for device without using
Studio at all, but you don't get debugger, emulator and designer that way
