Vista Sp1 control.ini and C:\PerfLogs folder

After installing the Sp1 update, I noticed that C:\Windows\control.ini was
gone. Did Sp1 do that? Anyone figure out if C:\PerfLogs can be deleted?

Will someone who has installed Vista SP1 please check to see if you still
have C:\Windows\control.ini? I think I had control.ini before SP1 and now it
is gone. Maybe I deleted it by accident or maybe it was never in Vista and I
just thought it was.
