When emails are sent to Outlook 2003 in Vista and all the recipients are BCC,
Outlook does not put "undisclosed recipients" in the TO field. Apparently,
this causes something in the message handling gets confused, and the entire
message is not decoded -- headers are shown in line with the message,
likewise, attachments are shown in line in their raw binary format.

This has been discussed here for months without any resolution.

Sorry I can only supply clarification instead of help.

How to report to them?
