Vista login and fake proxy?

When I login to Vista x64 (this doesn't happen on Vista x86), about every
third time I get a proxy login message. Since I don't have a proxy server
and the login box says that the server is 0.0.0.0, it is obviously a bug.
Anyone know how to turn this off? I have already disabled "Detect Proxy
Server" in Internet Options.

Hi
Without technical Data concerning the Network and Internet connection there
is No way knowing what the trouble is.
It could be some issue with your Internet authentication.

Sorry, didn't help. I still get the dummy proxy login screen every third
boot or so. I have noticed that IE sits and spins for 15-20 seconds on
startup as well. Probably related.

Why can't I just turn off the proxy stuff? Hardly anyone every uses a proxy
server anymore with free disk space and high bandwidth connections readily
available these days. The last proxy server I saw was over 10 years ago...
