Vista Error 0xc00000e9

I keep getting the following message:

File: \boot\BCD
Stauts: 0xc00000e9
Info: An unexpected I/O error has occured.

I had reformateed my computer and started with Windows Vista fro
scratch. The windows updates had completed and there was a windo
stating that I needed to restart my computer for the updates to tak
effect. I restarted my computer and now the error message is all I get
I tried to use the disc again to do a repair, but it is not bring u
anything from the disc. If I try using the disc, it takes me directl
to the error message. A family memeber had me go into the BIOS an
change the priority on the 1st drive to the HDD, it did no good
nothing changed.
He explained that there may be a file that is missing or corrupt wit
the booting configuration and to run the disc to do a repair. But I ca
not run the disc, the computer will not let me.
I tried to contact Microsoft Support, but they said that they could no
help me.
Can someone please help me figure out what is wrong with my computer
