Vista doesn't recognize existence of current version of Flash

Vista home, when I sign in normally, keeps telling me that I need the current
version of Flash - it says I have version 0. When I open up IE as
administrator, it recognizes that I have the current version of Flash.
What's going on? I appear to have the same type of problem when I try to
save an Adobe Premiere Pro file.

Download and run the Adobe Flash Player uninstaller:
http://kb.adobe.com/selfservice/viewContent.do?externalId=tn_14157

or direct download:

Adobe Flash Player Uninstaller:
http://download.macromedia.com/pub/flashplayer/current/uninstall_flash_player.exe

Close all IE windows and run the Flash Player Uninstaller.

Then visit:
http://www.adobe.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFlash

and click on "Install Now".
