Vietnamese language translation

I am told by one of my co-workers that Windows provides a
Vietnamese translation module to translate documents from
Vietnamese to English. Does anyone know how this works?
I have tried to activate it in the control panel but it
is not working. But I have no clue about what I'm
doing. Is there a book that could possibly help me with
this? Thanks.
