Very Strange IIS issue?

Local Configurations WinXP Pro:
(1). I have installed the most recent updates & patches
including those for IIS and FrontPage server extensions.

(2). My computer is not a member of a domain, only a
workgroup.
(3). My Local IP is dynamic not static; hence obtains its
IP address and DNS address automatically.
(4). I do run with MacAfee fire wall and virus
protection, but disabling either does not produce any
variance in the results.

Problems:

(a). When I am connected to the internet I cannot view my
localhost page, when I am disconnected I can?

Bad Gateway
The following error occurred:
A DNS lookup error occurred. The host was not found.



Please contact the administrator.

(b) The old FrontPage extensions configure fine (but the
results are still the same)?
(c). FrontPage server extensions cannot be configured at
all?

Browser response is same as above.

I have searched everywhere and investigated every
possible venue for an answer to this but I have come up
empty...any suggestion would really be appreciated.

Is your computer connecting to the Internet via a proxy server? If so, IE
might attempt to connect localhost via the proxy server, in which the proxy
server would not be able to resolve the localhost correctly.

Check the Internet connection and LAN settings and make sure that IE is not
using proxy server to connect to local address:
1. Open Internet Options, click the Connections tab
2. Select your Internet Connection and click Settings
3. If the "Use a Proxy Server for this connection" option is checked, click
to select the "Bypass proxy server for local addresses" checkbox.

I would check 2 other things
1. Open \windowsroot\system32\drivers\etc\hosts in notepad and verify that 'localhost' is listed at the end with an IP address of 127.0.0.1
2. Go into the TCP/IP settings for your dialup connection, click the advanced button, and then click on the WINS tab. Make sure the 'enable LMHOSTS lookup' is checked.
