Very slow internet performance even with the latest and greatest?

Hello,
I have just recieved my desktop(cpu)back from my company
IT person. I had windows 2000 Professional
installed,originally I had Windows 98. The computer is a
Dell XPS 533t with a 4 gig hard drive, 386 ram. Before I
upgraded I was always able to browse the internet without
any problems. I have high speed internet cable that I
operate through a ethernet card. Also, I have a Belkin
wireless router hub for my laptop. It works great on the
internet. Here's what I've done so far, I've taken my
router out of the loop and gone from my Motorola cable
modem directly into the computer, no change. I have also
replaced the CAT5 cables, no change. I did one last thing,
I replaced the ethernet card wich is Windows 2000
compatable,and a strange thing happened. After resart with
new card, tried internet and performance was great,
actually better than before(with 98). I grabbed a few
drivers I needed for other things and was impressed with
the speed. About 15 minutes after thinking I was fixed,
the same PROBLEM IS BACK. I've tried everything I can
think of but I can't find the problem. Please help!

Shot in the dark:
Assuming you have a 10/100-Base-T NIC, did you try fixing the speed and
duplex in the Control Panel or Device Manager? The default setting is
usually "AutoDetect" and that doesn't always pick the best solution.
Start by fixing to 10 Mbps and see how it works.
