Please help me with finding software which converts vcd format into dvd
format.

While googling I have found number of application to convert dvd format to
vcd format but could not find one to covert vcd to dvd.

Have you ever tried winavi video converter which can convert video
clips to dvd/svcd/avi/rm/wmv....?

It is possible.
Get the last freeware version of VCDEasy and using the mpg tools section rip
the .dat file(s) from the VCD to .mpg files
Now use last free version of VSO Divx2DVD to convert the .mpg files to DVD.
Divx2DVD does not seem to mind that the .mpg file is not a Divx.
