Coloumn A Coloumn B
Minutes Line

23 Cisco
25 D-link
35 Dialpad
62 Net2phone
Cisco
25 Net2phone
42 D-link
Cisco ---- This entry of "cisco"
shouldnt be permitted as call is already in progress
on "cisco"

As above, sheet contains minutes being currently consumed
on respective calling lines.
Cisco, Dlink, Dialpad and Net2phone are 4 lines. Blank
empty cell in coloum A next to it written "Cisco" means
call is still in progress on that line. In this situation,
another call cannot be given on Cisco, and i want to have
validation that if Coloumn A contains a blank cell, the
value in coloumn B should not be allowed.
Thank you.

Nimit,

You will need to use a helper column. In C1, enter the formula
=A1&B1

Then for your data validation, select column B, the use Data | Validation..
Custom, and use the formula

=COUNTIF(C:C,B1)=1

I should have added to this:
You will need to use a helper column. In C1, enter the formula
=A1&B1

and copy down for as many rows as you expect to use.

Sorry about that,
