USR modem 5610B & shutdown

Just installed a USR 5610B modem and now WinXP will not shut down. Reboots immediatly instead of shutting down. Have done the following
1: tried modem in every PCI slo
2: downloaded new drivers and tried the
3: replace with another brand modem that works fin
4: checked WinXP HCL: 5610B on list as compatibl
5: spent 2 1/2 hours on phone w/ Microsoft, of which they blamed it all on my computer, not Win X
6: had computer checked by another trained professional (I am certified in PC repair)
7: unchecked "reboot upon system failure" in recovery setting
8: contacted MS and USR multiple times to no avai

Any suggestions

If it still reboots after this, my guess is that the problem is in hardware,
not software. Or in the hardware driver. Microsoft writes Windows;
hardware vendors write the drivers to make their hardware work with Windows.

It seems to me the ball is now in USR's court. Or your computer/mainboard
vendor's court.

You didn't mention your computer/mainboard make or model. The last time I
had problems like this was when Win2K first arrived, back in February 2000.
I fought for a YEAR to get my modem, sound card and other PCI cards to live
in peace in my DFI mobo. Finally, the third-generation new mobo BIOS (still
shown as BETA at least a year later) solved the problem.
