Using oidgen.exe to create a base OID pair

I'm using the X500 OBJECT ID to generate UNIQUE x500
object ID inder the schema snap-in create attribute;
however, I cannot find oidgen.exe, which is what is needed
to generate an ID. I installed 2000k resource kit, which
is where I was instructed this executable is located. If
anybody can further assist me in carrying out this
process, I would appreciate it.
