executing the oidgen.exe to create a base OID pair.

I'm learning the Active directory; I'm following this book I bought;
however, I'm stock on this: I'm trying to create an attribute under
the schema console, but cannot seem to find the oidgen.exe to execute
it. I know this file is used to creat an UNIQUE X500 OBJECT ID. I
download 2000 resource kit, which is where I heard this file was. If
somebody is familiar to what I'm talking about, I'd appreciate it if
they could point me in the right direction.

let this page generate
an oid for you rather than using oidgen. You can get one from another
registry.

has info. Oidgen oids are discouraged.
