User vs. Computer Configuration

In the group policy editor, I see that some settings exist under both the
User Configuration and the Computer Configuration. If I am running a
standalone Windows 2000 machine, is there any difference between the User
Configuration and the Computer Configuration?

Also, if I configure a setting to have one value in the User
Configuration, and a different value in the Computer Configuration, which
should take effect?

Hi!

Computer configuration settings apply to computers, User configuration
settings apply to users. If set in conflicting manner user settings will
prevail. If you use "Loopback" mechanism computer settings can replace user
settings.

These are the conflict resolution mechanisms inside Group Policy:
1. From highest priority downto lowest priority: Site - Domain - OU - local
policy
2. GPO linked highest to SOM (site,dom,ou) wins
3. Computer settings win over conflicting user settings
