User Unable to Change Own Password

One of my users cannot change their own password. I
checked the properties for the user in the user admin
directory tool, and made sure the checkbox for 'user
cannot change password' was un-checked.

I logged onto her machine, which is W2000, and tried to
change it while logged in as her, and while logged in as
the machine administrator.

In either case, when I get to the properties under user
management, the 'Change Password' button is greyed out,
and it says something to the effect that the user cannot
change their password.

Any help would be greatly appreciated.

There is a Group Policy setting [gpedit.msc on local machine] under user
configuration/administrative templates/system/logon logoff for disable
change password. See if it is enabled and even if it isn't try disabling it
and logging off and back on to see it it helps. Out of interest you may want
to run "net user username" on that machine to see what it reports. ---
