user has lost all menus

[Jeremy Rodriguez]

There is a user who has lost all of his menus. When the
user opens up a new document, there are no toolbars. Since
there are no toolbars, we cannot add a toolbar via view
and save i the users template. Is there a way to
completely reset things? or any suggestion would be
greatly appreciated.
