My user account is frozen. I see nothing but my background. I had to
change my keyboard and mouse, I thought it had a virus but I am able to
log on to my admin account.

There's no way for us to tell whether you have a virus with the little
information you've provided. Since you can get into the Administrator
account, go through these malware/virus-checking steps systematically in
Safe Mode:

If the machine is clean, see if you can log into your user account in Safe
Mode. If you can, use the System Configuration Utility to troubleshoot
whatever is starting up with Windows in that account:

If you can't get into your account even in Safe Mode, create a new user
account for yourself and see if you can get into that. If you can, copy
over your data from the old account and delete it.

In cases where the original account is corrupted, I don't like to copy all
the settings (although I've given you the procedure at the link above). I
prefer to just copy the data. YMMV.
If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a professional computer repair
shop (not your local version of BigStoreUSA).
