User account Control Panel

I have win xp home with sp2. A few days ago I start getting the following
script error in Control Panel when double click on User Accounts.

Internet Explorer Script Error
An error has occurred in the script in this page.
Line: 4
Char: 1
Error: Access is denied
Code: 0
URL: res://C:\Windows\system32\nusrmgr.cpl/nusrmgr.hta
Do you wish to continue running scripts on this page?
?
And the option of pressing Yes or No.

No matter which option I press, it functions normally to carry on whatever I
need to do.

I have done virus scan and spyware scan, as well as system scan, and they
all come up clean.

If I use it only once upon boot up, the script error does not appear, but if
I double click the user account the second time and there after, the script
appears. Also, if I use the right bottom of the mouse and open it, there is
no error message.

I even tried to copy the file from another machine, as well as modify the
Internet advance option concerning script error, but the problem remains.
Also, if I open the file from an external drive such as a floppy drive, or
type in the application ‘nusrmgr.cpl’ in the RUN, the error message does not
appear.

MS has acknowledged this problem but offers no resolution. (KB 886617).

I have two other machines running Win xp, and they do not have this problem.

Anyone has any idea how I can resolve this problem?

Adding to John John advice, try to scan for malwares on your computer and
perform a Disk CleanUp and Defrag in safe mode.

Here are some steps to perform:
1= Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you can Renable them one-by-one
later and see which is the culprit or you can send them here in your next
post) and click [OK] to confirm your Changes.

Click on Advanced Tab and scroll down under the browsing option and uncheck
this box:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) and click Apply
then OK to close your IE Properties.

Scan for malwares from here:

Hi Cal,
Try this:
Open a run command and type in these DLLs to re-register them:
regsvr32 SOFTPUB.DLL
regsvr32 Wintrust.dll
regsvr32 Mssip32.dll
regsvr32 Initpki.dll
regsvr32 Msjava.dll
regsvr32 Gpkcsp.dll
regsvr32 Sccbase.dll
regsvr32 Slbcsp.dll
regsvr32 Urlmon.dll
regsvr32 Cryptdlg.dll
regsvr32 Dssenh.dll
regsvr32 Rsaenh.dll
Note you can copy the above and paste in a Notepad and Save As on the
Desktop reg.bat file then you can open a run command and type in:
C:\reg.bat click [OK] and then Yes.

Reboot the machine and see if the issue resolved.
