USB Storage Drive not optimized for quick removal for non-admin users

Hi,

Using Windows XP SP2 I have a USB Storage drive that for non-admin users is
preset (Properties window, Hardware tab, select unit, Properties window,
Policies tab) to "Optimized for performance" and can not be changed to
"Optimized for Quick Removal" because the dialog page controls are disabled.
Admins can change it because the dialog page is enabled, but non-admin users
can not. I would like to change that for non-admin users, to avoid the
"Safely remove hardware" procedure.

How can I do it?

I'd use that "Safely remove hardware" even if it was optimized for quick
removal..
