USB ports not working

I have a Toshiba laptop, Satellite P25-S477 with XP. My printer or external
zip drive is not being reconized as being plugged in. I have uninstalled and
reinstalled the ports, also unplugged the devices and still no results. The
device manager says all ports are working properly and are enabled. When I
unplug the devices and reboot my computer does not find any new hardware. Can
anyone help with this? I have gone to the mfg site and windows and tried
reinstalling the drivers too.

Check for "Phantom" entries in Device Manager. Open DevMgr,
Click View, tic/check "Show Hidden Devices". Then expand the
Disk drives category. If a Zip entry is shown, but grayed out the
device is recognized, but not active in the current hardware profile.
Right Click the entry and left click Uninstall from the context menu.
Repeat this action for your printer.
Reboot the PC and then re-insert the USB plugs. XP should do a
new enumeration and load the drivers.
This type problem occurs when USB devices are enumerated, but
then connected on alternate USB ports/channels.

I am not sure how to do that. Sorry. I did update the chipset driver today
from the mfg web site.
