USB not always recognised on startup.

I am using XP Home edition. Sometimes my machine does not recognise the
USB Ports on boot up. If I unplug the USB modem and re-connect it
recognises it as a new device and all is OK. I can also re-boot the
machine and it will recognise the USB Ok.

What can I do to rectify?

Look for a BIOS update. See if the MBD mfr has any available info on the
problem.
Check the microsoft knowledge base in reference to your MBD and USB.
Look to see if there are any BIOS settings that might relate to the USB
ports.
Possibly replace the MBD or Power Supply.
