Is this the best place to be

Dell 235
My external hard drive connected with usb was not being found. I tried plugging in and unplugging the device (backpack HD). rebooting and nothing worked. I went to device manager and removed the driver from the usb ports. Now, the usb ports say no driver is loaded and the driver files are corrupt or missing. The restore doesn't work, and can't download the files or don't know where to find them. The files are
Intel(r) 82801DB/DBM usb 2.0 enhanced host controller 24CD and the rest just have different endings: 24C2, 24C4, 24C7
I did try to reinstall windows xp and it did not replace the usb drivers. HEL

- Verifiy USB is enabled in your Bios

- Verify "USB Root Hub" is listed in your Universal Serial Bus Device Manager lis

- Make sure there is no issues with any of your USB controllers

- Test installing another USB device

- Insert the installation Disk of the Device and install according to the Options

- Contact the OEM or view the website for issues/fixes

Checked bios, and tried to install usb device. How do I contact OEM and what is it?
