This is one I haven't seen before.

I'd do a repair install--go to Control Panel, add or remove programs,
Windows Defender, choose Change, then Update.

The New Definition cannot be updated again. Try all methods that were
discussed before, but only a complete re-install works.

Are you able to run the UI now? I'm surprised that a reinstall works--it
hasn't for a number of others who've posted here, and it isn't something I
recommend.

I have a similar problem except that I'm experiencing it in a different way, this has never happened to me before , whenever I try to install updates for outlook "junk mail filter" I get the following message: "updates were unable to be successfully installed" I really don't understand why , Is there an option I could use to cancell updates for this particular software ?

This update provides the Junk E-mail Filter in Microsoft Office Outlook 2003 with a more current definition of which e-mail messages should be considered junk e-mail. This update was released in December 2005.
