unecpected error. check file access permission

I cannot load a program.

I am trying to install a program furnished by Royal digital picture keychain.
It dowloads, puts an icon on my desktop "setup.exe". But ir will not unpack.
If I right click on the icon, i get a picture of the setup.exe unpacking
bar, but it does not unpack. If I right click on the icon and select run as,
I get an error message that says "unexpected error. Please check file access
permissions. Installation will be terminated". This may be because I don't
know how to complete and fill in the run as. I never used that before.
I turned off the firewall, stopped all programs from loading in the system
tray, disconnected all hardware using the USB ports, (except the mouse). It
still will not unpack. (does unpack mean load???)

Can anyone help me to load this program??? many thx for any help swellmel

Usually, if you download something to install and it puts an
executable (.exe) file on your desktop, you need to double click it to
run it and start the installation - don't right click or chose run
as...

Try double left clicking the new desktop icon to "launch" it and see
what that does for you. If it is an installation file, it should
start the installation or launch the application.

thanks Jose. I have tried that many times. It just flashes the unpacking
window for 1/2 of a second but something is stopping it from unpacking.
