unauthorized downloads...

We are finally replacing all our 5 yr old Win 98 computers.
I would like to prevent any unauthorized software installs (games, file
sharing & assorted trash!) from happening on the new computers. Some of the
software we use requires that you be a member of the Administrators group,
which will let the user do waht they want with the computer.
What can I do to fix this?
