Unable to use Windows update

When I run "scan for updates" it starts at 0 and
immediately goes to 100% with the following error message:
WINDOWS UPDATE ERROR
WINDOWS HAS ENCOUNTERED AN ERROR AND CANNOT DISPLAY THE
REQUESTED PAGE.

I have tried troubleshooter and nothing seems to work. I
can run office update ok and my Norton Liveupdate works
good too. I can access the web fine. Can anyone help?
