Unable to turn off computer

I tried to re-install Adobe Photoshop on my Windows XP Dell desktop and got a
raging series of error notices than ended in a blue screen with the words
"STOP C0000218 Unknown Hard Error". My computer has completely frozen - I
tried unplugging it and rebooting but nothing happens - I can't shut it down,
access IE or any other program. Any clues on what I can do, short of taking
my computer into a shop, to get it to shut down? Every time I unplug it and
restart, I get the same error message

The inability to shut down your PC when you unplug it is an extremely rare
problem, and I know of few other cases. My only theory is that you have
inadvertently downloaded a black hole and your PC is drawing power directly
from it.

Not so rare if it's a notebook.
