Unable to Turn Off computer

I have a Windows XP Pro(SP2) on occasion I have had trouble with "Turn Off"
and it has me befuddled.

I click "Turn Off" and the machine stays running.
I click "Log Off" then "Switch User" then "Turn Off Computer" -- I get a
message that other users are logged on - do I wish to continue - click yes
and machine powers down.

This is a single machine located in my home - so where does XP think someone
else is logged on ?
