Unable to send emails - common issue!!

I have noticed numerous comments over the past couple of weeks concerning the
same problem - unable to send emails from Windows Mail, but able to receive.
I have the same problem and I am wondering if the issue is with Windows Mail?
I have been using the same laptop for the past year, & both receiving &
sending emails without problems. Now, all of a sudden, I cannot send. No
changes have been made to the 'setting up' of Windows Mail. When attempting
to send, the following message appears:
The connection to the server has failed. Subject 't', Account:
'pop.tiscali.co.uk', Server: 'smtp.tiscali.co.uk', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E
I should also point out that my other laptop experienced the same problem
(at the same time) but corrected itself. The settings & email address are
identical.
Both my provider 'Tiscali' & 'PC World Support' have been unable to help.
I am stuck on this one and would appreciate suggestions.

Is Tiscali your Internet connection provider as well as your mail provider?
That error message typically happens when the two providers are different.
With a laptop, the connection sometimes comes from Wi-Fi hotspots away
from home, which can cause this type of error message.

Yes, Tiscali is my internet connection provider as well as my mail provider.
Both my laptops are wireless, I use a router.
I have tried updating to 'Windows live mail' but the same error code happens.

About the only other thing I can suggest you try is uninstalling any and all
third party security software, one program at a time, rebooting after each
uninstall, to see if there is any improvement.
