unable to send email

At the end of my rope. Bought a new laptop for Christmas. Outbox won't send
and empty. Downloaded Vista 32 patch, error message that it is not
applicable to my system. I have verified my pop and smtp settings/ports with
my ISP. They won't help further since the email account works by logging
directly into charter's website. Inbound mail is fine, just can't send.

Error message is as follows :

The connection to the server has failed. Subject 'Awesomlicious!', Account:
'pop.charter.net', Server: 'smtp.charter.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Any ideas ?
