unable to send email

I recently added a laptop at home for my son and am having difficulty setting
up email. I've read most of the threads related to messages stuck in the
outbox. I downloaded the Vista 32 hotfix, and when I opened it, got the
error message that it didn't apply to my system. I've worked with my ISP and
all my pop/smtp settings are correct.

The error message is as follows :

The connection to the server has failed. Subject 'Awesomlicious!',
Account: 'pop.charter.net', Server: 'smtp.charter.net', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Any ideas on how to fix this ? Inbound mail arrive fine, but have not been
able to send email since buying the laptop.

When you send from the laptop and get that error message, is the
laptop's Internet connection being obtained from Charter?
If yes, which antivirus are you running? Some of them are not fully
compatible with Windows Mail.
