That problem can be caused by running a non-compatible antivirus.
As a minimum, email scanning must be disabled in your antivirus.
Which antivirus do you have?

I am not sure, however I did recently click on the windows icon (on my pc
when i purchased it) I was tring to enable it but realised that I could not
run 2 security things at the same time ( I have Norton Security) - do you
think that this could have anything to do with it?

Norton Security, if it has been setup to scan your email, probably has
EVERYTHING to do with it. Email scanning by antivirus applications is not
compatible with Vista, Windows Mail, and any/all other email clients. For
Norton, it will have to be completely removed from your PC, then
re-installed without any of its email scanning components. Since Norton's
uninstaller is as broken as everything else they make, you'll have to
download and run this removal tool to get all of it out of your PC.

Download and run the Norton Removal Tool

Norton Antivirus is one of those that often causes problems with
Windows Mail. Did you disable its email scanning, as I suggested?
If no improvement, you have two choices:

Uninstall Norton Antivirus, then follow up with their debris removal tool:
http://service1.symantec.com/Support/tsgeninfo.nsf/docid/2005033108162039
If that cured the problem, we can recommend a free antivirus that is
more compatible.

The other option is to upgrade to Windows Live Mail, which is less prone
to corruption from antivirus programs:

Having more than one antivirus program installed at a time is not a
good idea, even if you tell only one of them when to run.

Most versions of the Norton antivirus program are known to cause
assorted problems in Windows Mail, although seldom immediately,
and just disabling part or all or the Norton program seldom helps.
You usually have to uninstall it instead. You often then need to run
this cleanup program to take care of what the uninstall program
left behind:

<http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039>

You sometimes even have to remove your email account under
Windows Mail, then restart Windows Mail and add the account
again.

If this leaves you with no antivirus program, you may want a
replacement antivirus program that doesn't cause such problems.
Most versions of the McAfee antivirus program and a recent
version of the Trend antivirus program are bad choices; they
also cause problems in Windows Mail. I recommend either
avast! or AVG, either one with a custom install where you tell
it to leave out the part that scans email:

Note that you can have more than one antispyware program
installed at a time without problems. I use three of them:

and Windows Defender, for which I don't have a handy link.
