unable to install new programmes

I have xp home and can't load any new programmes, I have 2 users set up as
administrators’ and get the following message from the install log when
trying to load yahoo messenger:
"You do not have access to make the required system configuration
modifications. Please rerun this installation from an administrators account.
User Rights: Admin
All the files appear to be there but the application will not start.
I set up a new administrator account and got the same message when trying to
install new application from there. Also if I try to do a system restore get
error message restore failed no changes were made to your computer.
Please help

Do you run Norton software? I used to and that stuffed my System Restore
and Security Centre.
Perhaps this is one of those apps that require you turn off your AV during
installation (remember to turn it back on when you've finished
installation).

Tried to disable norton anti virus still can't load any new programmes or do
system restores
