unable to get to university web sites

unable to get to two university web sites to pay tuition etc.. can navigate
throughout the site up until that portal.. XP firewall and McAfee firewall
turned off. Reverted back to IE6. Going through Linksys router but when I
pkug my laptop into this same port it works.. just not with my desktop..
appreciate any help.. thanks
