Unable to find free connection error?

I have a brand new dual 3.06 Xeon server with 3gb of ram
running as a simple file server.
It's running Windows 2000 Server w/sp4 and all MS fixes.
I'm getting awful performance from client workstations
connecting to home shares on this server.
I keep getting the following error:
Event ID: 2022
the server was unable to find a free connection (# of
times) in the last (#) of seconds.
Has anyone seen this before..?
I searched the KB and didn't find anything relevant.
