unable to establish file association

When I go to the File Types tab in Folder Options on the Control Panel, "New"
is grayed out. How do I establish a missing file association? Specifically,
I need to associate the TIF extension to a program.

'NoFileAssociate'

Control Panel|Users and Passwords then check the properties page for the
user account.
