Unable to Error-Check the hard disk in Safe or Normal Mode

Hello

I have XP Pro.

When I right click a partition on my hard disk and go to Properties > Tools
to check the Volume for errors I get the following message which also occurs
in Safe and Normal Mode :

" The disk check could not be performed because the disk check utility needs
exclusive access to some Windows files on the disk. These files can be
accessed only by restarting Windows. Do you want to schedule this disk
check to occur the next time you restart the computer ? "

How do I check the volumes for errors and get around this error message ?
