Can't run Error-Checking (DiskScan) in XP Pro

When I try to run Error-Checking (DiskScan) in Windows XP Pro, I keep
getting the following:

"This disk check cannot be performed because the disk check utility needs
exclusive access to some Windows files. These files can be accessed only by
restarting Windows. Do you want to schedule this disk check to occur the
next time you restart the computer?"

When I click on "Yes" and restart the computer, nothing happens.

What do I need to do in order to run the disk check?

Go to run,type:cm
In cmd type:CHKDSK C: This is read only format,typing
CHKDSK C: /F or /R gets windows to perform on boot-up
useing /? gets you all function list.
