Unable to download a Norton tool

I am working on my neighbor's computer. It has xp, SP2 and 6.0 IE on it. I
can change from website to website on Internet Explorer w/o any problems.
However, I needed to download a tool from the Norton's website to remove
Norton Antivirus 2006 from his computer. Each time I clicked on this website
where the tool was located it kept coming up that this "page could not be
displayed". I came to my own computer which is XP, SP2 with IE. 6.0 and I did
not have any trouble downloading it. Could some one please give me some ideas
as what to check for. His Norton, firewall is turned off and I have the
windows firewall activated instead. I am trying to get on the page to where
the tool is located but it will not open. Thanks

Lets try the easy fix first: Clear Temporary Internet Files (including
all offline content) and any cookies relating to Symantec. Now try again.

Ted, I have already done this. I am helping a friend and I am not exactly
sure of what different programs he has on his computer. He does have Norton
2006 but I disabled the firewall on Norton and using the one on windows
instead. I turned off the only popup blocker I could find. Usually a pop up
blocker will create some noise if the speakers are on when a popup tried to
come up, this does not. When I try to download the tool it tries for a while
but it eventually comes back as "this page cannot be displayed" page. I have
IE set for medium which should be OK. I am wondering if I am missing some
important setting under one of the "internet options" tabs somewhere. There
is not anything popping up to tell me what the problem is. Anymore
suggestions will be appreciated. Thanks
