unable to delete

I am running Windows 2000 sp4. I need to replace faxcover.exe with a win98
version in order to edit relayfax covers. I delete faxcover.exe and replace
with older version but it keeps reverting to a new version. How can I
replace the application? Almost more important how can this be? Something
happens if I try replacing.

It may be a protected file.

|I tried the step by step instructions but no luck with command prompt.

Through the links you provided I found some informartion about how to
replace a system file using command prompt. It did not work for me. I also
am not able to startup in safe mode so have run out of options on how to
replace a system file.
