Unable to customize toolbar of IE and Win Explorer

In the past I was able to right click on the toolbar of IE 6 and Windows
Explorer to customize the toolbar: add or remove buttons, select icon size,
and text with icons. Now I dont' have the Customize menu when I right click
on the toolbar or either of these windows.
Can someone please help?

Do you still have the customize if you go at it by, on IE's toolbar
View > toolbars .If so then maybe your not placing the mouse in the correct area of the toolbar when right clicking.

It actually had a problem with TweakNow Powerpack. I ran the program,
enabled one option and disabled it back, and it prompted me to restart the
pc, and everything went back to normal.
