Unable to create New Users

I have created a new user on my xp home edition, however when I try to switch
to the new user I get this message: "Windows can not log you one because your
profile cannot be loaded. Check that you are connected to the network, or
that your internet is functioning properly. Detail: The system cannot find
the file identified. What does this mean and how the heck can I fix it?
Thanks.

Hi and thanks. I tried doing as you suggest (many times) even different

It sounds like you have set up a roaming profile for the new user.

from: ms-its:C:\WINDOWS\Help\sysdm.chm::/sysdm_userprofile_changetype.htm

To switch between a roaming and local user profile
Open System in Control Panel.
On the Advanced tab, under User Profiles, click Settings.
Under Profiles stored on this computer, click the user profile you want to
change, and then click Change Type.
Click Roaming profile or Local profile.
Notes

To open System, click Start, click Control Panel, and then double-click
System.
If Roaming profile is unavailable, the profile is a local user profile. See
your Windows system administrator to create a roaming user profile.
If you use a roaming profile on more than one computer simultaneously, it
will preserve the settings from the last computer that logs off.

I tried as you suggest, however the system does not even id the profile I
created. In addition, everything is 'greyed' out in the user profile window.
Something else interesting: I can create a user if I shut off the fire wall
and disable Norton anti-virus. However, the system still comes back as says
that it "cannot load user profile" and will instead load a default user
profile. If I try to create a limited account...I get the message as
indicated in my intital comments. Any further thoughts? thanks for your
help.
