Unable to create new folders

After just finally resolving a recent hard drive failure (my D: drive unit) I
found that I am no longer able to create new folders in Explorer. In Classic
view option, there is no 'NEW' option in the menu system that allows this.
In the standard view option, 'Create folder' although present, does not
function. Is there a way to correct this, or install a new copy of explorer?
My computer (XP Media 2005 edition) is a stand alone system, with several
family member user logons, where this inability to create folders is present
with all users including the administrator logon. Explorer does allow copy,
move and delete (file or folder) , it just won't allow creating a new folder.
User permissions do not seem to be the problem here.

Userful information but not what I am after. When I right click in Explorer
there are two 'Open' icons, but only one works. So something has changed
here. I have not been able to find out how to fix this either, the
ShellExView program is interesting - but not helpful as of yet.

The problem I asked for help is how to restore the abilty to create a new
folder while in Explorer (I can create a folder from the command prompt).

Generally, to create a folder, this is not a right click option, never was.
This is normally done under the menu opens --> 'Alt-File-New-Folder'. This
has been removed completely from the menu. The 'New' menu was also able to
create new files (or shortcuts) based on extension, which is also lost. Not
as useful an option to me, but obviously part of the same problem.

Can you use System Restore?

No - all of the restore pointes are lost - I believe this happen when I used
the hard drive software to transfer my files and O/S files to the new hard
drive.

They might still be there, allowing you to perform a manual System Restore.
It will probably be sufficient to restore the System hive. See here for
