unable to connect win2k VPN

Hi,
I have configured Win2k as L2TP VPN server with pre shared key without configuring any filters on External network card.
I can connect Win2k Pro and Win XP Pro with pre-shared key to VPN server withou any problem but windows 98 with L2TP client does not connect.
Is there any thing required furhter?
